Where can I get a shirt like the one Havoc from Command and Conquer: Renegade is wearing?

It's just a bomb ass shirt. I have had no luck searching for it. It's basically a GDI muscle tee.

I think you will struggle to find an off the shelf model. There don't seem to be licensed C&C clothes, or at least not like the in game textures. I think your best bet is a print shop, I found one near to you in Huntington beach. The shirt that seems the most similar is the basketball jersey here. From there you can easily photoshop a logo from this or a multititude of others and then use the sites custom builder, I had a quick play, it's fairly straightforward, sliders for size/position/skew etc.

Haha, cool question.

I think you'd be better off searching for ribbed muscle tee, or muscle tee and just print screening it.

Something like this: amazon, no ref looks pretty close, esp, in that green color.
