Where can I find the shirt Jay-Z is wearing? What's the brand?

It looks like a shirt made with EL wire. You can find some here. Also try googling for electroluminescent clothing.

Best answer: Shirt seems to be made by BBC (Billionaire Boy's Club) see here. Logo is called Saturn. On their site I found this, it's pretty expensive though. Also seems to be a crewneck.

I don't think it's EL wire- I think it's reflective fabric tape (like the kind on bike safety gear), and it's glowing from a camera flash. You might be able to make some kind of DIY version on a plain Tshirt, with iron-on reflective fabric like this or this.
