Depending on what you want to build/repair, I think most people would sign up for an appropriate evening class. Maybe try searching on hotcourses.
Of course if you want to build a killer robot you may be out of luck...
Another option is to find a space in your house or hire a lockup and acquire your own tools. I've done a fair bit of building loudpseakers during summer months in the back garden, kitchen table electronic projects and some work on the car in the street. posted by Bigbrowncow at 6:57 AM on December 31, 2008
