Plastic Bottle cap anatomy: See this picture. What's the blue part called? Does it have a name?

It's functioning as a gasket, and I imagine that is probably what they are officially called.

Also - you can make bracelets out of them. Start by tearing out the inner round portion (fold in half and bite, or use scissors to start the tear), then stretching the remaining outside ring until you can sneak your hand through.

Doesn't work with all of them though - you should start with one that looks like the "unmolested" pic on that site above.
