The first clip is from Fritz Lang's "Metropolis", I believe. There's a Tower of Babel sequence in the movie and that's what that is from.
I've seen the second clip before, but can't tell you the exact movie. Definitely European, though. I think it's a telling of some Grimm's fairy tales or something.

I believe the second is Frogland, or Les Grenouilles Qui Demandent un Roi.

According to this, it's William Burroughs. And this says "The movie's soundtrack pairs Taylor's instrumentals with dialogue by Jeffrey Wright and William Burroughs, who played Basquiat and the hotline operator." There are a few Burroughs videos at YouTube and it does sound very much like him.
