Help me identify this painting!

ArtFilter: I'm looking for the name and/or artist of a painting that I have a print of. It's a Victorian-era (we think) painting of a Roman scene. The original is in the Philadelphia Museum of Art.

Specifically, it's a painting of a man on a throne, wearing a toga and pointing. His loyal subjects surround him, lounging around.
