Do a google search for image morph software, there's plenty of it about. This sort of morphing software has been readily available since the early 90's at least, though it's probably better now.

The software generally makes you identify points in the image which are connected, like eyes, corners of the mouth etc, and link those to points in the second image. This keeps the appearance of shifting from one image to the other cleanly.

The result often looks surprisingly 3D and lifelike.

The word you need for your google search is morph. Searching for that gave this site on about.com that has links to a bunch of different programs that would do what you're looking for.

Ironically enough, MJ's video for Black or White was one of the first, if not the first, video to use morphing technology to morph from one face to another.

While it didn't morph faces, the film "Terminator II: Judgement Day" made use of the morphing effect as well. I remember it as the earliest example I saw.

I recall the same. Black or White has MJ morphing into a black cat, which at the time was considered the first commercial application of the whole morphing thing. Or so I heard.

So Black or White came before Star Trek VI?

Here's a tutorial on how to do a morph in After Effects with pictures to explain the correspondence points that tomble mentioned:

Black or White was first broadcast on 14 November 1991. Star Trek VI was released on 6 December 1991. So, pretty close.

The faces morph from Black or White still amazes me today.

i used to have a little 2mb program on my mac color classic called morph that did exactly this- you fed it two pictures and it makes a very realistic movie between them. i remember having my mom morph into my dad it was kind of creepy
