I received a notice in the snail mail of "disobeying the steady red indication of a traffic control signal" via the Automated Vehicle Identification System (AVIS) ...
... which I assume means camera/video. I don't remember this (about 3 weeks ago) but it is an intersection that I often drive through and it is entirely possible that I absentmindedly did do the deed. It says the data captured by the AVIS was reviewed by an officer of the Colorado Springs Police Department
Is there any contesting this type of enforcement? I vaguely remember reading that there were challenges to such monitoring where a human (i.e. a police officer) was not present at the crime scene.
Fwiw, I hate that intersection because the flash of the camera is really bright and makes me flinch.

Reddit says that the Colorado statute in question requires the ticket to be mailed within 14 days of the violation. (It's Reddit, so take it with a grain of salt.) That would seem to be your best route to contesting it.

As goatdog says, you may be able to challenge it based on a bureaucratic snafu. Trying to challenge whether the whole process is legal has been done many many times without success.

In Minnesota traffic cameras were challenged (20 years ago) and found to be against the law as written. So if you're old like me you might be remembering that, but it was very state-specific due to the wording of our particular statutes (which did, indeed, require an officer to be present.)

The notice should give you information for how to contest the ticket or request mitigation, as well as the date the fine is due.

In WA they mail it to the registered owner of the car. If someone else was driving it, you can swear to that and it goes away.

Why wouldn't you just pay the ticket then? If you're absentmindedly running red lights you (and someone else) could end up in a much worse predicament than paying a ticket.

I’m not sure how it went down in Minnesota, but in a number of states the issue was that the tickets were being automatically generated and sent by the company that provided the cameras. As the tickets had not been handled by law-enforcement, they weren’t considered to have any legal force.
I suspect that’s the reason this notification is so clear that an officer is part of the process.

If you see the camera light flashing every time you go thru this intersection , you are running the red light every time , it doesn’t take pictures of cars that legally stopped.

In my experience, Washington State or the local municipality wants to know who was driving so the citation can be sent to them. Otherwise, if the vehicle is registered to you, you're on the hook for it, as you are legally responsible for said vehicle.

According to this it was 90 days and was reduced to 30 days
The act changes the deadline by which a jurisdiction is required to issue and send by mail, personal service, or other delivery service a notice of violation when a traffic violation is detected through the use of a system from 90 days after the violation to:
30 days after the violation if the motor vehicle involved is registered in the state

It no longer matters if it was sent to an old address, or you claim you did not get it in the mail. Personal service is no longer required to require the recipient to pay the ticket.
