Fictional Country Map Creator?

Is there an online map creation tool that can create a new country based on the real world? I am looking for at least a political map if not other aspects (climate, geography, etc.)

For example, I create a landlocked country in the middle of North America, displacing or deleting states. Or I create a new landmass in the middle of the ocean somewhere. So it's our real world but this new country is inserted somewhere.

There are a number of online maps and fantasy map generators that create entirely new worlds, but I can't find a simple tool that can tweak a real world map. I realize this is a tall order, but maybe something is out there.

Azgaar's Fantasy Map Generator has a steep learning curve, but at the very least I know it has a preset height map for our Earth's continents. It's also community-supported, so someone else may have already made a map with real-life political borders.
