Strange popup while playing video

When playing a video in Chrome, I get a small, white popup with no text or anything to interact with . I don't know what it is or how to eliminate it.
This happens even with all plugins off and in private mode.
This is for any kind of video, youtube or not, on any site, and even for the video frame in a meet meeting.
The box popups up randomly some time after starting play. If I close it, it comes back a while later.
Started a few days ago.
Does not happen in Firefox or Safari.
Mac with Sonoma 14.6.

Response by poster: Just upgraded, still get it. I clicked on the window and got sent to the Accesiblity tab of chrome Settings.

Best answer: In that case I wonder if you have live captions turned on? (And it's just broken for some reason?)
Or if you have an experimental setting turned on inside chrome://flags ?
