What are the hoops on the light pole for?

The featured light pole in this video at imgur has 9 hoops clustered in 3 sets of three. One set at the bottom and the other two at/close to the top. What are they for?

The bottom ones would make decent places to lock a bike if the pole wasn't right on the corner but that wouldn't explain the top sets.

To look cool! I reckon they're probably just an aesthetic design choice. The top set holds the traffic light, the middle set holds the pedestrian light, and maybe the bottom set holds the pedestrian button?
