AR app for a client?

Please recommend a white-label AR app to buy/license for a client.

A client has asked us to develop an AR interface where you can see historical photographs placed in their real spatial context on your phone, like virtual cardboard cutouts.
They don't have a lot of money for this, so I'm thinking of buying/licensing an off-the-shelf AR app that allows me to do this.
Can you recommend one you're aware of or have used? Doesn't need to be free.
It would be a plus to receive some kind of notification when you're close to one of the positioned images.

8th Wall is probably the best option. It’s web-based so you won’t need to fight with dual App Store releases. And it can definitely do this sort of thing.
