Reporting Sp(c)am Calls

Is there a place where I can report spam calls that leave me call back numbers, via voice mail, which appear to be either U.S. domestic area codes or U.S. toll-free numbers?

I'm not looking to report calls based on the number provided to my cell phone--those can obviously be spoofed.

Over the past couple of years, though, there has been an increase in scam calls where the robot leaves a voicemail with a number to call back. Generally, these have been the "discount on your cable plan" calls, with toll free numbers (usually 866 or newer). Today I got a few about a "legal matter" that conveniently had static around where they might have said my name, and the voicemail left a number that matched the displayed number, and had a domestic area code that roughly matched the polity mentioned in it.

While spoofing is one thing, being able to return the call means that the scammers have to have some active business relationship with a U.S. entity that can take action (even if it's just to cut off the number). So is there a way to report this, either to the FCC, telephone companies, or other organziations?
