Dogs in nail salon?

I was at a nail salon today that had 3 Pomeranians running around. They belonged to the staff. My question: is this legal in PA?

I'm not a lawyer, and I basically don't know anything, but it doesn't seem to be illegal based on:

This does not seem to be illegal, and you can find another nail salon if it bothers you (ask ahead if you want to make sure). Please do not tell on this nail salon (but tell me so I can go there and meet these dogs).

A check through the Cosmetology laws of PA shows that the board can issue "sanitary rules" but so far I've yet to locate anything that deal with dogs or other pets, at least in PA. Some states do not allow pets in beauty salons (except fish in an aquarium), but PA does not appear to be one of them.

Don't throw them to the cops, but some folks would appreciate a mention it in an online review. There are folks who are allergic and or phobic to dogs. (Sorry!)

I can't speak to legality but it's common enough that I suspect if illegal, it's not a particularly enforced law. My last two hairstylists, and my manicurist, all occasionally or regularly have dogs on-site. (They do all either have the dogs all over their website, and/or check with clients beforehand, so no one shows up and is surprised.)
