Contacting JAL?

Does anyone know a secret way to contact JAL? I've been trying to get in touch with them for two weeks to change a reservation.

I am working on behalf of a relative that doesn't speak English (or Japanese). They have a flight coming up in July, for which they would like to make changes (alter the departure date and pay the associated fees).

The JAL 1-800 number has given me a busy signal four times a day for the last two weeks. Their 1-310 number rang to a number at Raytheon last week, but has started working correctly this week, and so twice now I have gotten through to an actual human. Yay!

...however, both people told me they can't do anything regarding flights that depart more than 72 hours from the call time (my relative is flying in July, and wants to change to September). That is not helpful, because the closer we get to departure, the higher the cost differential is going to be -- surely there's some way of doing this in advance?

I have tried to manage their booking on the decrepit JAL website, but the only things I appear to be able to do there is stuff like check in and order extra services (food/baggage). I sent an email two weeks ago via their contact form, received a notification of receipt, and then nothing since...

Unfortunately, the ticket was originally booked directly via JAL (this is a mistake we will not be making twice).

Top Flyer Line at 1-866-867-3597. If the ticket was purchased with a credit card (or purchaser has a similar travel-benefits card), or your relative has frequent-flyer/"Oneworld elite" status with JAL or a member airline, associated customer service lines might help. Book new ticket for September, cancel & refund original ticket? Or contact (and/or complain) via social media: JAL has Twitter, Facebook, and Instagram accounts.

Recent international flight on QANTAS went FUBAR and the only way they could reliably be reached (for a callback) was through their twitter feed. It might be worth trying there first.
