How do install the nintendo64 version of Marikart on a windows laptop? I assume I need an emulator and it would coke with the game? Where do I acquire this? I did it years ago but I don't remember how.
Emulators, at least ones that don't want to court legal trouble from litigious game companies, will never come with ROMs from Nintendo or any company that didn't authorize their distribution, which usually means they come with no ROMs at all, and the emulator authors won't even tell you where to find any. You'll need to search the usual sources for pirated content to get ROMs.

It's worth checking Archive.org for ROM's.

Just as an aside: There used to be a compelling argument, that if Nintendo offered no legal way to access a game, customers were ethically in the clear to use the "gray market" to get ROMs. After all, we thought, we would buy these classic games if we could, but we can't!

For ROMs I'm not going to link to a sketchy website, but just search for Mario Kart 64 and ROM.
Playing with a keyboard and mouse will suck, just fair warning. The official N64 controller for the Switch apparently doesn't play well with emulators, but USB knockoffs exist.
