Taiwan visa questions

I am located in California and need to enter Taiwan as soon as possible but am getting confused by the constantly changing rules around border restrictions. Is there a forum/resource where I can find some answers about whether or not I qualify to enter? Or would it be better for me to reach out to an immigration lawyer?

You have two major hurdles: the first is getting a visa and the second is getting a reservation at a quarantine hotel. There's a mandatory 14-day quarantine hotel stay, and they are beyond full up through Lunar New Year. Chances are if you start planning now, you can enter after LNY in February.

The visa is issued by your local TECO office. You need to grab an appointment on the website now, and use email to communicate beforehand to get your documentation ready. Appointments are released on the 1st and 16th of the month; your office may vary. Check their website. Immigration lawyers can maybe help you if there's an ailing relative, or a fiancee, or some other special occasion, and if they specialize in Taiwan.

I've heard of a specialized travel agent in Australia that handles plane and quarantine hotel bookings together. I dont' yet know of any in the US.

Your local TECO office is probably the best place to start. Find the one closest to you (SF? LA?) and send them an email with specifics. They are very efficient!
