Is there a video platform that allows for asynchronous commenting?

Has anyone ever seen a video platform that allows for asynchronous commenting/reactions that are similar to the time-stamped comments/reactions on a Facebook Live video? I.e., can I post a video, send it to a group, they ask questions/post comments whenever they're watching, and then come back back in later and answer all the questions? And then the questions and answers are all visible, time-stamped, in the feed? Bonus points if the first showing of the video CAN be a live feed.
Response by poster: Skillshare apparently does this but I'd need to get my whole audience paying for memberships there to share it with them

I dunno, their sorta livestream math class with polls, questions (test like and from participants) was pretty snazzy but probably a lot of work. Not sure if they made a good HOWTO, or maybe a site that lets you do the same or not. It's a longshot.

TechSmith's video review is designed to compile feedback on video, but doesn't do the live feed part.

If you put a video on Dropbox, anyone who is able to view the video can comment in a timestamped fashion. As they watch the video, they can pause it, tyoe in a comment, and that comment will be timestamped and available for everyone else to view.
