Can you identify this thing?

I was intrigued by this (there are three photos) at an estate sale this morning; intrigued enough to buy it (for a whopping 50 cents) even though I have no idea what it is.
It's cloisonne enameled metal and has a lot of rust on it. It's about 4 inches from top to bottom. I have no idea what the language is that is on the red ribbon area at the bottom. It says Made in Spain on the back. Does anyone have any info as to what it might be?

Best answer: In fact, the entire eagle logo is a symbol of the Republic of Egypt ('53-'58)

Best answer: This appears to be the Egyptian Coat of Arms from the mid-50s.

The two hex nuts adhered to the back could receive corresponding bolts for affixing your object to another object. As a wild guess, this could serve as the handle for a cupboard.
