What is this melody from?

My friend has this melody that comes to mind every once in a while. He's not sure at this point if it's from something or just something he made up.

He's into all sorts of movies, musicals, vocal artists... so there's really no way to narrow it down by his interests, but he says he remembers knowing and whistling it on occasion for at least 15 years now, maybe longer.

I think miratime has it, but in case that's not it, on first listen it sounded to me like this song, which I never heard of either, but is etched into my memory because it plays during a key scene in the movie Meatballs.

Also thought Pure Imagination at first, but it also sounds like something else naggingly familiar that I can't quite put my finger on.

It kinda sounds like "Banging on a Trash Can" from Doug, which could explain the hazy memory if he's remembering it from childhood.
