Autobots! Roll...out?

Can you help my 6 year-old & I solve the mystery of this Transformer? It's from a vintage toy shop, and we can't figure out how to put in either state - or even what it's name is so we can look it up. Help us defeat Megatron by looking at the photos and details inside!

As best we can tell, the vehicle version is some sort of emergency vehicle (and it has the Autobot symbol, so that makes sense). We folded and twisted it for 20 minutes before we realized it separates into two pieces, but the robot half looks super awkward and not at all heroic. I'm sure we're doing something wrong.

It's marked 2003 Hasbro Inc inside, with another stamp that says 40051. I can't seem to successfully google what Transformers lines were available in 2003-2004, and 40051 seems to be a red herring.

Does anyone have a lead on what the figure's name or line is, so he and I can hunt down some pictures and instructions? Thanks!
