Tip of my brain: Old computer game I played on PC in 1989/90

Looking for the title of a strategy/action/combat combo game. Three different types of units, each with a different "mini-game". I remember a jeep that was a forward scrolling object dodging game and an anti-aircraft unit that was a Missile Command-style shooter. The third might be a tank of some kind. At the top level was a map where you moved these units around and attacked enemy units, triggering the mini-games. Help me get this out of my head by giving it a name.

No, sorry. The Missile Command bit wasn't that close to Missile Command. Think more like Cabal, but without a guy moving around. You control crosshairs and try to shoot down approaching aircraft.
Beach Head?
No, sorry. No boats or coastal stuff.

Probably not it, especially because perspective is different (though it did use both top-down and side-scroll): Flightmare? Maybe it'll twig you or someone else to the right one...

No, sorry. It wasn't an arcade shooter sort of thing. Bits were arcade-y, but it was also a "move units around a map" strategy game.
