Custom made bras?

Is there any place I can go that will take body measurements and make a custom bra for a person? The off the shelf bras don't seem to be fitting right for the person I'm trying to help and I'm wondering if this might be a viable path forward. Thanks in advance!

There are places that can do that, and there are also specialty shops that can assist in finding the right bra for difficult-to-fit bodies and do alterations if necessary. If you're looking for specific recommendations, maybe provide a location?

REDDIT (of all places) has an amazing subreddit called /abrathatfits and they’re awesome bra wearing people. They can check the fit of a bra and describe other brands and styles that might help get a better fit. (For instance, among other things, I learned that I need a narrow gore. So reading reviews of bras that are described as wide gores indicates to me that I can skip trying that one on.)

It's very likely they're outside of the range of "off the shelf" sizes that are extremely limited in the US. Absolutely look at the links theora55 posted (and A Bra That Fits subreddit) as that's how I realized I'm a size that in-store places don't carry ever. Therefore you're probably looking for a bra boutique that carries "extended sizes" and "specialty sizes" in it and actually measures you properly (not adding 4" to the band, etc).

For Denver a search turned up Trevas. Also I know Nordstrom does tend to carry more extended size range and have fit specialists.

I live in Denver and drive by Sol on 6th Avenue every day. If they can’t help, I suspect they could find someone who could.

This that would be incomplete without recommending the most comfortable bra ever from decent exposures. Not sexy, but ... wear one and you'll never go back. They are a small outfit and invite you to contact them; when you order, a human contacts you. So, probably amenable to custom.

You may want to look into Ewa Michalak - they are Polish, but make bras to order in a huge variety of band and cup sizes.
