SXSW is...well, see the Blue. What other conferences have a heavy tech slant and a diversity of programming but are not nearly so bloated?
I've heard about XOXO but am assuming there's others.

probably too extreme, but icfp is one i have always wanted to attend, but never did. it has an associated programming competition.
