Several years ago I had a supply of affordable, plain, white Jockey shorts. I am skinny. They fit great, not loose or baggy. Not made anymore. Any suggestions?

If you want not loose or baggy, you should be looking for boxer briefs not boxers.

YMMV, but for me fruit of the loom boxer briefs are great, hanes not so great.

Mack Weldon makes great boxer briefs, and probably pretty good boxers too.

I love Brooks Brothers oxford cloth boxers. Expensive.

Patagonia silkweight briefs.

This isn't exactly what you asked for, but in my opinion, there are none better. They breathe better than cotton and they last forever. No kidding. I've got pairs that are more than a decade old, still showing no wear. By contrast, cotton briefs only last a couple of years. So there's Vimes' choice for you: spend a bit more for boxers that will outlast cotton five or more times. I have never found a more comfortable brief either.

You can get 'em form fitting (but not tight) as linked, or a bit looser.

The Uniqlo AIRism boxer briefs appear to be similar to Patagonia's silk weight briefs. I don't have any that are a decade old -- they last 2-3 years for me -- but they're a third of the price.
