Creating a DVD video

I've got various video clips in multiple formats (mp4 and avi), and want to put them into one movie that would play on a standard DVD player, ideally with a menu screen of some sort. I am in the UK, and using a windows PC. I'd ideally like to do this for free.

What programs have you used to do this? Ideally I'd like you to have some experience of them: a quick google gives programs like DVDstyler, but I'm a little paranoid about downloading this kind of stuff sight unseen without some recommendations.

A few years ago, I was using ConvertXtoDVD do this. It's been a couple of years at least since I used this, so I can't speak to it's current quality.

I've done this with DeVeDe. It was very easy to convert the files (I had mp4 and flv) and to make a simple menu.

It turns out my version of DeVeDe is from 2011 so I have no idea what the current program is like. Up to date version here.
