Help needed with Google docs

I LOVE google drive, and google docs. However, I have a pdf file that I want to convert to a word/google doc, and I want to write inside of it. It would be great if I could save teh image to teh background to write on top of it, but I can not figure it out. Any ideas? thanks! I included the link below. link

Google Docs doesn't support background images. There's a workaround using using Slides.

Just so you know, I'm not able to access the linked file. You could convert to an image file and then insert that into a Google drawing, using the text box tool to insert text.

Sorry, sort of left out some steps. After you have the drawing with the text in it, you could then use the "Download as..." option to save it as a .pdf. Another option would be to start a new Google doc, go to "Insert" > "Drawing" and then paste the .pdf that you'd made into an image into that window and insert text there.
