I need suggestions for a Men's lightweight jacket.

I need a lightweight jacket for the Fall. I live in Houston, and our temperature in October through December is fairly mild, so I don't need a heavy jacket for freezing weather. If needed, I already have coats for that. This is not a jacket for exercise, but I will be doing yard work, walking to the convenience store, that sort of thing, so there will be enough mild physical activity to keep me warm as long as I don't lose too much heat to the elements.
Here are my requirements.
A non clingy liner for heat retention.
Water resistant.
Must not look technical (this is very important to me).
A collar that folds down.
Features that would be nice, but aren't required.
Preferably less than $100.
Removable liner.
Zippered pockets.
A hood would be nice, but only if there is a way to stow it away.
So far, this comes nearest to what I need, but at a pretty hefty price for the casual use I plan to use it for.

Any suggestions would be appreciated. A lot.

A Dickies Eisenhower jacket? I have a lined one, but you could go for the unlined version. Durable and classic.

I know its Houston, rather than Hereford but might I suggest something from Barbour?
I have several Barbour Jackets of different styles and all fit your first 4 criteria perfectly.

The Barbour jackets look amazing, but perhaps a bit overkill for ten min walks to the local taco stand. )
On a side note, I can't believe how many rain jackets have hoods that cannot be stowed away. Seriously, how much would it add to the manufacturing cost to include such a basic and necessary feature?

Try ebay and etsy. Best way to see lots of options quickly, IMO.
