Seems to be resistant to soundhound, and obviously there are no lyrics to google.

It almost sounds like Palisades Park in a different key. Not sure on that, though.

Sounds like its from a novelty record, like 'wacky organ favorites' or something.

Wait:I think its this version by Takeshi Terauchi but sped up or played too fast.

Karaoke version of Palisades Park? That's what it reminds me of and that would account for it not having vocals.
