Monthly subscription from extabit.com

A year and three months ago I registered on extabit.com. And I got a month service and I paid for it.
I just realized they have been charging me on my paypal account monthly since then.
But autopayment did not go through. So I owe them about 200 dollars now. I have never used the account after the first month.
Do I have to pay for it?
I want to complaint but I don't know how to reach to them either.

Their Terms of Service page says "PayPal users do not need send cancel request.Your subscription will not be renewed." Did you pay through PayPal originally? (I note that you've included that as one of your tags.) If so, you're likely in the clear, but should talk to them to clear this up.

I want to complaint but I don't know how to reach to them either.

If you uploaded a file, and if that file is still online and available, then you have been using it all this time (all unknowingly) and I would say you do owe the money.
