What a busy little flag! But whose is it?

Flag Idenifying: can you help identify this flag? Description, but no pictures.
I saw a flag flying today on a triple hoist, which had a very busy design I have never seen. I have tried searching for it and used a flag identifying site or two, but no luck. Below is my description of the flag, but some details may be slightly wrong as it went by pretty quick.
The flag had a blue field with a yellow upright centered cross. The cross itself seemed to have black lozenges in it, and the field also had some kind of device. Also, toward the bottom were what looked liked lions. It was quite busy and full, and could be a personal flag. But I would like to see if anybody can give me a good lead.
For context, the flag was flying in England, and the two other flags on the hoist were India and Gibraltar. I have tried websites already, but no good sadly.
