Can you help my girlfriend survive Silent Hill?

How can I make this custom T-shirt?
My wife is a huge fan of the horror-themed video game series Silent Hill. In Silent Hill 3 there is a T-shirt that the protagonist can wear called "Golden Rooster" (here).
I want to make this shirt for my wife for her birthday coming up in March, but I have no artistic skills whatsoever. I know sites like CustomInk and CafePress will let me construct a shirt by putting an image onto a blank shirt, and they'll print it and ship it to me, but there is no image of the "golden rooster" that I can put on onto a green tank top.
So basically, I need to know if there is a service where I can show someone the picture linked to in this post and have them recreate the art and print the shirt as shown. Perhaps an artist here could even even be commissioned to make the shirt for me.
Any advice or direction would be greatly appreciated. This is a strange request, but I'd really like to surprise her with an real version of her favorite shirt from her favorite game. Thanks!

Devils Rancher does this for a living and is a well-known mefite. He even had a successful kickstarter to make shirts.
