Did I dream I saw this movie about grifters in Buenos Aires?

Help me find the name of a Latin American movie I saw in the fall of 2002. It was in Spanish and sub-titled. I think it was set in Argentina, but I don't know that it was filmed or produced there. More details inside.

I saw the movie either in Portland, Oregon or Vancouver, B.C. The only scene I remember was one with two young men in a big city. Both men were grifters, or one was a grifter in training. Grifter 1 proves his bona fides to grifter 2 by doing a quick scam. He rings a buzzer on a large apartment block at random. A woman answers.
Grifter 1: "Auntie, its me, your favorite nephew. I need your help. My car is about to get towed and I don't have money for the fine. Can you lend me [$20]?"
Auntie agrees
Grifter 1: "Auntie, I have to stay here with the car, but my friend will come up"

Oddly, that's all I can remember about the movie, other than that I liked it!

Yup, definitely 9 Reinas, filmed in Buenos Aires and featuring (amongst other locations) the Hilton in Puerto Madero and the Edificio Kavanagh.

Criminal is an English language remake of Nine Queens.

Yup. And they changed the character of the 'aunt' to 'grandma'.
