identifying tiny music sample used in Modern Family

What's the music in Phil's "Stop in the name of life" video in Modern Family Series 3 Episode 4 (Door to Door)?
Sorry I don't have a link, and you can only just hear it, but it's the music that plays under Phil talking on the phone in the little road safety movie he makes, it's quite cool, and I have a vague idea that the track uses a sample of somebody talking somewhere else in the track (so its not the tinkly 'innocent kid' music that he also uses). I know it from somewhere but can't put my finger on it and it's irritating the hell out of me. Thank you, you omniscient hive.
