Can I get some guidance on commissioning a black velvet painting?

Okay, it's like this. I want to commission a nice, monochrome black velvet painting based on a photograph of a friend of mine, but don't want to spend a huge amount of money, and also have no idea where to start. Does anyone have any recommendations on how or where to get that done, and what sort of price ranges I can expect? I'm in the DC area for local places, but online is fine too.

You might check on etsy for something similar to what you want and then see if the seller would be willing to do a custom painting for you.
