Who's that girl?

I am trying to find this 1980s-1990s serial killer movie about a mute girl (from what I can remember always wear black clothes) and that on one of the scenes, a chopped body of a person was shown from a trash bag or something. Anyone known the title of the movie? I watched around early 1990s.
Mute Witness. Released in 1994 and had a scene where she hid underneath garbage bags full of body parts.

Best answer: Ms. 45. Rape-revenge movie from 1981 directed by Abel Ferrara. The Zoé Tamerlis character dismembers a body in a bathtub and leaves trash bags full of parts in garbage cans around Manhattan.

A little later than you remember seeing it, but possibly Stir of Echoes? Mute developmentally disabled girl, body in plastic behind a wall.
