Asking for a friend: French-language TV (or radio) pour les petites?
A friend of mine is looking for French-language TV shows for her young daughter (3 years old - a bit too young for e.g. Disney movies, which are still too scary). Any suggestions? She doesn't mind ordering from overseas, DVD region isn't a problem. Radio/music appropriate for young children would also be welcome!

Most Canadian DVDs comes with both official languages. One of my friends swears by Annie Brocoli.

There is a live-action movie of Peau D'âne (Donkey Skin, a fairy tale about a princess who disguises herself in a donkey's skin) which is extremely charming and has nice songs. Catherine Deneuve is in it. It's also a little weird -- look at the story before you decide. For a 3-year-old, it should be OK, and you will probably _love_ it. I think it might be in the Criterion Collection.

For live action from Quebec you can try Passe Partout (a real cult favorite from the 1970s) Cornemuse, and Toc Toc Toc. Just about anything animated is available in French. Toupie et Binou is made here in Quebec but many of the big preschool titles have been translated. Les Melodilous (aka the Backyardigans), Thomas le petit train, Dora l'exploratrice, Bob le bricoleur and many other titles are available.
Here's the telequebec preschool page and the radiocanada preschool page. Lots of this stuff is on youtube if she wants to try it out there first.
