Soviet/Russian Empire comic with Airships?

Can you help me find a vaguely remembered comic?
I'm trying to recall an rpg setting I stumbled across a few years ago. I seem to remember it was based on a comic. As I recall, it was a world with big airships and it involved some kind of Soviet or Russian Empire. I'm pretty sure the comic was fairly recent (mid 90s or later), and I suspect it was a setting for D20 systems, but I might be wrong...
I'm mostly interested in the original comic. Any ideas?
