Help me remember a TV movie/series

Trying to remember a TV movie/series I saw back in 92/93.
Here is all the information I can faintly remember:
— It had a suspense/mystery storyline with a couple of scientists (one male one female), in lab coat scenes, doing experiments on patients and developing a drug that made the patients think they can fly. I recall one of the patients who took the drug says, on the edge of a rooftop, “I'm a bird. I can fly.” or something similar.
I also recall the ending where the female scientist betrays the male scientist (over what I don't remember). She slips the drug into a few drinks (fruit punch?) on a tray positioning the unspiked drink away from her because she knows that he knows she wants to drug him, predicting that he will grab the drink that's closer to her instead. She does succeed and he ends up like one of the patients. Don't remember what happens after that.
— Definitely an 80s/early 90s North American production. Quality was not that professional and may have been shot on semi-pro camcorders
— Two or more parts with, I think, intro text/logo that was back-lit

I think both those shows were in reruns during 1992-1993. I remember staying home sick from school and watching both on TV during that time.
