Best combo for desired workflow?

WebDevFilter: What software combo will give me the workflow I need? Difficulty: Wordpress and invoicing.
Trying to map out a plan for a client's Wordpress website. Here's the ideal workflow:
Customer submits order via form fields (no inventory management or dropdowns, just blank fields)
Owner is notified of order via email
Order info automagically populates a purchase order form
Store owner edits PO to include pricing
Owner sends PO to customer for approval
On approval owner fulfills order
Owner converts PO to Invoice
Other features:
Customers can log in and see invoices and POs, including images of items purchased (these images will be added manually). The Owner envisions personalized pages for logged in users.
Customers can reorder by duplicating past POs
My best idea so far has been to use Gravity Forms and their FreshBooks add-on, but Freshbooks won't let me attach images to invoices.
I am willing to cobble together existing plugins if necessary, and having somethng custom built may be an option depending on budget. Your thoughts on the simplest way to do this are welcomed.
