What does this apparently Asian writing say? I found it chalked on a wall last night in DC.

Best answer: Japanese hiragana alphabet. Like practicing A, B, C, D, ...

For what it's worth, he mixed up the order slightly and left off the Y's, the R's, and the W('s) at the end.

And he mixed up the order a bit by swapping the M's and H's.

Ka Ki Ku Ke Ko
Sa Shi Su Se So
Ta Chi Tsu Te To
Na Ni Nu Ne No
Ha Hi Fu He Ho

...etc.
