I think the bracelet in the OP's linked photo looks newer, tighter, & more plastic than the Jopek bracelet.

Best answer: In this Washington Post article from last February it looks like the same bracelet. It has that gap - maybe it's riding sideways (so the gap is on a narrower side of the wrist) and that's why it looks tighter?

I think it's just further down his arm, so it's tighter than it would be on his wrist.

I think the mind-control device is whatever is under his jacket (and whatever it is, Bush had it too).
