Call in and record a MP3

How do Drop.io , Tumblr, and other services have a phone number that you can call in and it records a MP3 of the conversation? I want to add features like that to a site and I'm working on in my spare time and I have no idea how to even start.

I've been using BrainCast to do this for a while.

Another vote for Twilio. It is wicked awesome, and the pricing is very reasonable. Also, I'm a php newbie, and even I can interact with the API. Good stuff.
