Can anyone tell me what is happening with Hwy 427 (in Mississauga, Ontario) as it goes northbound past Pearson airport? It seems to have been under construction for a very long time. But nothing seems to have happened for a very long time and it looks like there are three or four completed, unused lanes just sitting there to the west of the over-congested lanes. What is the problem??? What are they waiting for?

My partner is working in Brampton, Ontario next week. He needs to plan how to best travel to Toronto from there. Is there an easy way to do this on public transportation? Or is Uber or taxi his best bet? Any advice would be appteciated. [more inside]
Arriving Sunday morning - have Sunday and Monday essentially to run around, eat and drink and have a good time. Staying near Union Station and relying on public transport...been to Niagara, so no need for a detour outside of the city. Suggestions? We're NYCers going on a 2 week trip to Toronto on the 26th. We've never been! What are the new exciting sites? The old established stuff? (Again, we've never been!) We like history, werid engineering dork stuff, movie stuff, dive bars, gayness, unusual stores and secondhand vintage menswear. We're visiting Toronto for the first time! We need a place to stay for two weeks! We don't know what to look for in a hotel aside from a nice place, but I'd like something fun and the SO would like a quiet place with lots of amenities (think wifi and breakfasts) that isn't too, in his words, "werid". All suggestions open and none of us drive, so public transit links/ access to typical tourist tat are key.
