Never seen it before, but the site has fora and an email address for the webmaster. Contacting the people using the image often gives you the start of a long trail back to (eventually) the originator in my experience. (Sometimes dead ends do occur, but not as often as you'd think).

Also, that is the best reason I've seen so far against genetic engineering.

The character was created by a fellow called Aaron St. Goddard. See his website. The original art for the character is in the Chroma section, under "character design". See also.

It is also known as a kelet. The Kelet Museum has a lot of variations on the theme.

I first found them back in August on the Penny Arcade forums, where they ignited a furious debate over whether they sucked more than anything has ever sucked before, or not. The art from the original thread has been saved for posterity here.

Now, if anyone can tell me who the figurine in this image is from, there is a $10 amazon gift certificate in it for you. I have been looking for months.
