Who owns the White House in Washington D.C.?
Who owns and oversees what can and can't be done to the building, land and furnishings?

I think it's actually run like a museum, with a curator. The first lady has some liberties, within reason.

All us taxpayers own it. Some campaign contributors get to live in it for a night or three, but the citizens own it.

There seem to be some statutes on the subject. See also The Committee for the Preservation of the White House (here's the relevant Executive Order) and the White House Historical Association.
