Help me identify the dignitaries in this photo!

Can anyone please help me identify who the two dignitaries in the foreground, in this old photo of Duke Kahanamoku?

I need to add an identifying super to this photo, but I have no idea who they are.

I believe that is Charlie Chaplin.

The guy almost looks like Charlie Chaplin. Of course, I have no idea what the fuck I'm talking about.

Thanks, melorama: without your question, I would never have known about the Duke. My first reaction upon seeing the picture was the opposite of yours: who is this dignitary in the background with Charlie Chaplin and Paulette Goddard? :-)
