What are some examples of sites that make lots of money off of hosted white papers?

I work with a B-to-B web site with lots of major advertisers who want to post white papers. What is the optimal way to structure this so my web site makes a lot of money from doing this?

Some of our advertisers are willing to pay a modest fee, but I've also wondered if getting lots of white papers (at low, or no fee) would also have a viable business model. I'm interested in people who have worked out the economics, or sites representative of best practices in white paper publishing/hosting.

Not white papers, but the pay-to-publish newswires (PRNewswire and bizwire?) have carved out a nice niche.
