Wordpress and comment placement

WORDPRESS. I've asked in the forums. Least helpful place I've ever been. If anyone here is familiar with
wordpress please tell me, how do I set it up so that the page the user sees when s/he goes to a permalink has a link to the comments popup at the bottom
and not the damn comment area I've been trying to do this for days now.
I've been aimlessly editing various php files wp-comments.php, for example, in the hopes of stumbling upon the solution. I did find one, but it opened the comments in the same page and gave the comment sections for every post even though I used the right variable to get the path to the single post. Sadly, I know enough PHP to use it when it works. That's like saying I know enough history to avoid ordering a Black & Tan in an Irish pub.
