Whats the name of this movie that I saw on TV at least 8 years ago? It had a plot that revolved around the 13th floor of a building.

The movie I saw had a plot that revolved around the 13th floor of a building (hotel i think...). There was no 13th floor button on the elevator, but the "secret" floor was accessed by turning the 12th floor button upside down (it was a round button).
Towards the end of the movie there was a fire or explosion on the 13th floor.
This may be a movie-movie, but it might also be a tv-movie.

It looks like it only made it to VHS.
